I don't want to necro this thread, but I read plenty of the reports and they we're all Archon referencing the hawks success was based on Carmel Gibson.
First off, there was definitely some kind of truth to this given the close games they won on the back of Gibson plays. However, it wasn't the Hawks' fault this happened. Anyways, if you looked at what was said in the reports, none of it was a personal attack. It was always attacking the team for benefiting from it. These reports we're not worthy of any direct action. I understand that maybe hawks' players felt like their accomplishment was diminished, but unfortunately, it kind of was. Next season the Hawks did well and showed that it didn't matter about having Gibson or not which I think is the best way to retort to the haters. However, reporting a player for saying your team cheats, when in fact they benefited from outside influence, and then turning around to personally attack a single player using names is really hypocritical. I also think Daybe makes a pretty decent point that GM's could get offended if you attack their team, however I feel like attacking other teams is going to be prevalent in any league with different teams. Personally, now that I know that Daybe feels this way, I won't be trash talking the Yeti anymore. Anyways, I think Timeconsumer said it best with "don't be a dick". If someone is taking it too far, just let them know: "hey, stop being a dick." Then if they don't then maybe report or come get the HO. I'd also like to note that sometimes interactions on threads happen and we don't see it. We can't play parent or police for the entire forum at all times. Sometimes threads pop up and none of the HO see what's taking place in it. When the bullying was first brought up in the HO discussion, I had no idea what they we're talking about because I hadn't seen that thread.

Archon stated multiple times that he gets his enjoyment by stirring up drama. Should the head office start punishing people for saying Er rigs the sim? Absolutely not. Context matters. It's kind of a fun joke that we can throw unwarranted blame at Er instead of just admitting that the sim does weird stuff. Obviously Er isn't rigging the sim and it's a fun running joke. Archon giving the hawks shit for "cheating" was how he wanted to stir up drama. Your team could have easily rolled with the punches like Er does, or maybe tried to PM the head office saying "hey i'm getting really tired of this guy putting our team down and diminishing the accomplishments my team made". Instead you reported his posts with like short reasons like "Obvious troll". I think you need to understand that calling a specific person a douche, or an ass or "a fucking clown" and other stuff like that reflects poorly on you. There is a huge difference saying something like "The Otters are going to dumpster the wraiths" vs: "You are an idiot". One spurs rivalry between teams and adds drama and story to the games and match ups. The other is a personal attack where the goal is just to tear the other person down. I still think that HO handled your reports correctly. I honestly don't even remember if I was head office at the time or if I just had the correct permissions to see the reports from being CO-GM or media grader or something. In case you forgot, the majority of the HO today is different from those that were in the HO of 2 seasons ago. Getting mad at Hawk for something he literally could do nothing about feels wrong. It's hard for HO members to take the fall for stuff they literally had no control over.
