Another vote against carryover TPE here.
I don't think it's a world-ending or game-breaking problem. It just feels too... in-crowd for me. Recreates are already going to get huge advantages in the league: huge bank accounts, system knowledge, and higher draft picks. Seriously, when S1 players start recreating, there isn't gonna be a new person picked higher than, what do you think, 10? Some people won't care about that, but to some that's gonna suck a little bit. Knowing that they're automatically worse on top of that? I just don't think it's very new-player-focused.
I can only give anecdotal evidence, but I can tell you the reason I haven't joined the SHL is that I've heard it's very cliquey, with the old guys already knowing each other and giving special treatment on that basis.
Implementing carryover TPE isn't going to hurt me any (in fact, it would help me), but I just don't think it's a very outward-facing policy.
