There have been multiple variations of this over the seasons. It would likely have to cost more than 5m dollars. It would likely be a cap of like 5 to something, because raising the speed of a DT by even 5 could have huge effects for a defense.

Also, when I proposed it, you took TPE cap from somewhere as well.
