I think that preventing the DSFL from being a draft-and-stash system while players get their TPE up would make the draft a lot more interesting. Especially if their was a rookie pay scale or something (though that's a whole other story). But it's not likely GMs are ever going to vote to handicap themselves.

Also, the carryover cap is a great idea. Good cap management should be rewarded. Hopefully that passes in the future because to me that's something GMs should be excited about

what are we defining as good cap management though? should SJS and PHI get to just build their cap up because they don't plan on being competitive in the immediate future? also people love to talk about how players should be paid more or take bigger contracts, but this would actively disincentivize teams to offer those.
