Why?

Home field advantage is a crazy big advantage in this sim, and we cannot have a championship game at a neutral location. In the sim the road team commits a ton more penalties than the home team. Additionally there isn't much of a correlation between TPE and Penalties.

Basically it's to decrease the rng aspect of our sims. Those other penalties (the 15 yarders and the automatic first down ones) are super super random. You'll get a QB called for Offensive Pass Interference or random stuff like that - not super realistic.
