I understand you are new in the role and merely guilty by association at this point. I presented why these two cases are similar. Would you care to explain why they are so different?
I understand that, but precedent is not the same as a rule. I was not thrilled with the original handling of Gibson, but that was a different HO (I believe with the stepping down of Dermot, no one from that HO is in the HO anymore), and a very different time(Las Vegas Legion in their inaugural season)
So yeah, these cases aren't that different, but we aren't bound by precedent, especially ones made by a totally different head office and one that was overall considered a bad decision. Rules can be changed, and so can precedents. Remember the awful RFA tag? That was a rule, but changed because it was really bad. Same with this and same with any rule change we've made to help the league.

Just because there’s not a specific rule in the rule book saying that this isn’t allowed doesn’t mean you can’t use this to set the precedent that base stats don’t count as earned TPE. If not, I’m theoretically allowed to use my yearly TPE distribution to get rid of my Tackle (which is still at base value) and throw it into Speed.
I don’t particularly care if there’s punishment or not, but a rule should be established from this.
I know that part of this isn't allowed, i was mainly referring to the punishment part
