The act of creating a multi shows that he had the thought and having a player with the capability SwagSloth had could be really detrimental to the league. The fact that this was even attempted to happen shows poor judgement from him even if I like him as a person.

I understand that. However you dont punish on "possibilities" or "capability". You punish on what happened. In this situation he created one, didn't do anything with it and admitted to it rather quickly. To me thats a sign of good faith from someone who knew it was wrong. Rather harsh
