Correct me if I'm wrong but I hardly seen anything that showed either Bovo or Dwyer being biased in your case. Simply voting you made a transgression isn't the same thing.

You're not wrong. I tagged bovo for letting To off the hook, and dwyer because, as commissioner, this is his HO.

Also, they didn't just vote that I made a transgression. They (as an HO, not necessarily those individuals) voted to punish that transgression, and rather harshly. Similarly, after it was decided that To had made a transgression, they decided to both not punish him and leave him in HO, setting a precedent that HO members may freely abuse their authority to pursue personal vendettas without fear of retribution.
