Beaver, in the player builder, tackling starts at 35 for Man-to-Man CBs.

I'd be happy to alter it, but I'd have to shift around some of the other attibutes since I used all the 50 TPE. Thanks!

Ah thanks for the heads up. That's a mistake in the player builder that we'll try to fix, probably wasn't updated after a balancing patch.

Everything else in your build looks fine so change your Tackling to 45 and you have 5 more TPE to apply there or elsewhere (or you can totally revamp your build).
