Since its kind of tradition to share thoughts after these kinds of rulings, I'll share that I think HO got this one right. I don't think this is something that is often abused and therefore I think the full penalty would have been overly strict, especially given the circumstances. That being said, I would think a hefty fine would be more appropriate for various reasons.
All things considered, I think the leniency was the right option and I would certainly advocate for the same had it not been my player. I like seeing HO being bold enough to divert from a (clearly broken, in my opinion) rule and providing what they feel like is a more just punishment.
