Some very good questions! There will be an expansion draft, though I haven't heard any hard details on that. I imagine it's being ironed out soon if it's not already being discussed. Contract-wise, I would allow expansion teams to pay up to $4 mil in S15 (covered by DSFL cap) and allow teams to pay S16/S17 out of their budget if the players get called up.
Also like the idea of getting some international teams. We do have some popular US cities and even areas of the country that have not yet been represented, but there are solutions to this. For example, I proposed a Costa Rica team in my PT that would operate out of Miami for home games. They could also do something like a London team operating out of New York.
