what are the rules around FAs during expansion again? do you cost a protection slot?

To my best understanding, FAs can be selected in the expansion draft pool. However, this just gives the team who took them the chance to talk with them before everybody else. My most logical guess would be free agency would open after the expansion draft to give teams a chance to talk with the FAs they presumably drafted
