This punishment does feel rather extreme since in this case the consequences of the tampering were rather minimal to the team losing the IA and the league actually benefiting from gaining an active player. Not sure if there is a set penalty for tampering that HO usually goes by, but in a case in the DSFL and in this manner I think a less severe punishment would be more appropriate.
