I'll sum up very briefly, but the rules are definitely worth reading.
During the Spring and Fall of every year, each power moves their armies and fleets around the board. Each move is revealed and resolved simultaneously. The only way to successfully move a piece to a new position is to overwhelm the position from all opposition. If a tied number of units enter a space, both units are repelled.
Each unit, in addition to moving, can also support another unit. Every unit has the power to support an action into an adjacent space. This is the primary way to force a unit into another space. Units from different powers can support each other. It's very common for nations to ally and support each other as they spread out over the continent.
Fleets can convoy armies from one side of a body of water to another. This opens up options for armies to move quickly across the map, but can be disrupted if the fleet is attacked or if the target landing location is occupied. You can convoy over multiple fleets if they are adjacent.
At the end of Fall, each power takes stock of any lands they own and builds new armies (or chooses to destroy surplus armies) for each supply center they control. They can only build units in their home or starting three centers (4 for Russia).
After all new units are deployed, the battle begins anew in the Spring!
