Going to echo what infinite/JPach/Steg have already expressed here a bit. Full disclosure, I didn't submit a bid of my own, but as Steg said, submitting a bid is a great way to get a foot in the door. Yeah, you're likely not going to be a first choice if you don't have prior GM experience. Building a franchise from the ground up is extremely difficult, and as infinite stated the process is more about who can be TRUSTED to do it, rather than who has the best or flashiest concept in mind. You shouldn't expect to come into the league and be given the keys to a whole new franchise in your first couple months. And if you worked hard, had a good bid and didn't get it? You can bet they noticed and you aren't flying under the radar.
Beyond that I think it's very telling how people react when they don't get their way. When the league eventually expands again and people who weren't selected re-submit, I wouldn't be surprised if HO revisits this thread as part of their evaluations.
