Taking rule summit suggestions

• Change Rookie Tasks to award money instead of straight up TPE (rookies could still use that money to buy equipment for TPE and recreates wouldn't be punished in TPE)
  
• Give a sum of TPE for late joiners to claim who did not create at the trade deadline
