All of these took 45 minutes to over an hour even it doesn't look like it. The Lawrence Taylor one for example took especially long even if it isn't the greatest work.

Work like this shows effort, so yes. This ruling was meant to stop people who were submitting extremely, extremely basic pieces. If you ever need help advancing your GFX skills, a number of tutorials were just posted in the discussion thread. If you ever feel like your work was withheld payment unfairly, let a grader know.
