4. Add to tampering: No player who is eligible to be claimed by another team, either through waivers or during the offseason before a draft, may be a member of a war room of any DSFL team with the exception of current GMs. Any team or player found in violation of this rule will be considered to have tampered the player allowed to remain in the war room.

The way this is written makes it unclear whether ISFL GMs can stay in a DSFL war room while recreating. I assume that is not the intention. Since DSFL GMs aren't eligible to be claimed by other teams, I would suggest removing the entire "with the exception of current GMs" clause to improve clarity.

The problem is people may then try to argue that even DSFL GMs can't be in the war room. You have to cover bases with rules. If you add "DSFL" before GMs it takes away any uncertainty though.

Also a fine way to do it, yeah.
