In order for it to be Tampering it would have to be Hackett trying to get Cook to leave his team. Cook could talk about leaving all he wants without it being tampering. It becomes tampering if the player on another team is trying to convince a player to leave his current team. It would also have had to occur since the trade happened. They could talk about it all they want whole they're on the same team. If you and I were on the same team and we said hey if we leave we should stick together, that wouldn't be Tampering.
I would love to hear a proposal for better wording on the rule. It's difficult to figure out how to properly word it and we have had this come up in head office about the wording it but not being sure what it should say differently.
"Any public or private statement of interest, qualified or unqualified, in another club’s player to that player’s agent or representative, or to a member of the news media."
Note that this would make public statements illegal as well. Note as well that it would only apply to GMs, not to other players. That may make it too easy to work around, though.
