Understandable, but if two receivers are roughly equal, and one of them is spending a lot more energy doing something else, why shouldn't that count?

It shouldn't count because they're different aspects of the game. If you were saying who should make the pro bowl, and pick the guy who returns punts over the guy who doesn't, and they have roughly the same stats I can understand that. But you're comparing WRs, and not every WR is a returner, whether it's by choice of him, choice of the GM, or just coming into a situation where they already had a returner and don't need another one.
