You mentioned the QB as part of their problem, but your rule does nothing to block that. Personally, I thought the Berc deal was a good one for Vegas. As their inactives transition to minimum salaries, cap space isn't going to be a concern for them. After all, a lot of their players are staying in the same tiers.
I think the biggest change we need is that if we do an expansion again (and I don't think we are in a rush for that), then expansion teams should be banned from trading with non expansion teams prior to the expansion draft (making an exception for co-GM acquisitions, which are league-mandated trades). Given that the major trade that hurt LVL was a pre-expansion draft trade, I think that would solve the problem while still allowing for the kinds of exciting blockbuster deals that get us all talking, because we NEED that energy. Also, given how much work building an expansion team is, taking something off the plate for those GMs would probably be a good thing.
Also, regarding GMs getting fired, I worry that will drive folks away. If I were a GM and I got fired while legitimately trying, I'd probably go less active if not completely inactive.
Separately, as has been pointed out, GMing SUCKS. It's a ton of work and you don't get paid. I'm not an NSFL GM, but if I could get fired for making risky deals that backfired, I'd need some incentive to take that risk.
