Simple enough then. Remove his mod powers and give them to his AGM.

He has to appoint one, or at least appoint someone to take over the mod powers of his team(call them Communications Director or something if you want...I've been watching a lot of West Wing lately...). My understanding is that the mod powers of a GM don't really come up very often, so it wouldn't be much of a burden on another member of his team to take over those duties.
Agreed. A newly appointed co-GM could handle it.
