I am not understanding the conflict of interest. It is my understanding that a trade was offered specifically for Smallwood in conjunction with his candidacy for GM, and that once that trade was refused the idea of him being co-GM was scrapped. There were no plans for Smallwood to be GM of a team he was not on.

So I already thought this was a light punishment for tampering, but he just straight up admitted they were trying to convince him to join their team, which HO seems to not have considered in their post...
