I don't know if anyone considers the Wraiths as a rebuilding team. Considering they've got a few free agents coming up that will surely be offered more this will be a big blow to their team

I never said they were. I said this precedent of tampering punishment is not a deterrent, especially to a rebuilding team, who would have a plethora of both picks and cap space, losing 1 pick out of maybe 5 or 6 in the top few rounds is not a huge deal if they can get a player by tampering them before they hit FA.
