Norfolk extend inactives

1> If he was a send down then the DSFL team gets first choice on signing him if he was released by the NSFL team who sent him down.
2> If he was not a send down then he is a standard free agent and first come first serve but only DURING the free agency period.

They were free agents, so I should be able to resign them normally prior to free agency just as any NSFL team can, I should not have to risk inactives that were not on an NSFL team last season. They were on the last year of their contracts. DSFL teams that signed free agents that were inactive should be able to resign them normally, just as an NSFL team has that same right
