Section II, Part B: "TPE gained from equipment may NOT be redistrubited"

I mainly just want to come to a consensus

So, I thought it could be as well, but if not this is a great time to fix it.

Separately, I think that rule should NOT apply to O line who are changing since that is a very different situation.
