It's a good question. I actually am waiting on an archetype change and was not aware of this. Good catch on the rulebook, but perhaps a note could be added near the archetype/position change to make it more clear. (In my case, the only equipment TPE that I redistributed was 4 TPE in Tackling, but I will be content to keep it there if that is the intended way of handling it.)
I definitely understand the argument for not allowing it. Say for example, I position change to a linebacker. Had I always been a LB, I would have spent my points differently. The 50% redistribution is meant to reflect this. However, the equipment TPE would never have been applied any other way because it can only be applied one way. However, it does create more work for the updater as they have to review all equipment history for that player, so perhaps simplicity was the reason for allowing it before.
