Playing devils advocate here, we already have many people who do not pick on time, and we want this done before the season starts. It is really frustrating when 5/6 people are doing picks right away and then there is one person who uses up their timer.
Regardless of who is up, I check right before I go to bed and right when I wake up. I remember the time that person is due and figure out, "if everyone picks right now, what is the latest i can pick without skipping?" And i make sure to check before that period.
Maybe set it up by timezones so that people in x timezones are against each other.
