I don't think there has to be a written rule to punish for obvious stuff.
There wasn't a written rule saying, don't steal TPE and edit PT Claim threads and punishments were handed out.
It's obvious that plagiarism is illegal, if somebody is caught doing it, the HO can issue a punishment without a written rule.
