S16 Rule Voting Fines

Two teams and one member of HO failed to vote on the S16 rule proposals.

As stated in the rule book, the Austin Copperheads and New Orleans Second Line will each be fined $2,500,000 in cap space. @ADwyer87 will be fined $2,500,000 from his personal account.

As I've stated in the past, fines should be to individuals, not teams. Should people get stuff done on time? Yes. But GMs and HO alike are given a ton of stuff to do in offseasons. Things like awards voting should be outsourced to smaller committees or something.

That's something we talked at length about, but as many GMs agreed, because GMs generally have a sizable bank account, they didn't care about the fine. A team fine, on the other hand, actually carries some weight. Apparently not enough though, as we still had two teams not vote.

We want as many votes as possible on these rule proposals.
