With the expressed written consent of the HO, here are the current rule proposals being voted on by the GMs/HO for transparency & discussion purposes
As always, just because something is listed here does not mean it's necessarily going to pass (historically most don't pass, it seems)
1) Allow contract restructuring.
2) Allow teams to offer incentives on player contracts, i.e. activity milestones, pt milestones, gameplay milestones (counts against cap)
3) Use EXP to buff CB's and K/P's and provide an even playing field of enjoyment. Tests will have to be ran to gauge a set amount
4) Contracts scale up every season based on TPE tier
5) Make inactives acquired in a bidding process, rule takes effect in S9 offseason
6) Limit trading of cap space to 5M a year.
7) Eliminate trading of cap space
8) Inactive Free agents are not eligible to be resigned until after the Ultimus Game.
9) Even out equipment purchases in a way that allows all players to evenly earn the same amount of TPE.
10) Professional Gloves only give 8 TPE like every other equipment instead of 12 TPE (budget gloves give 4 TPE) and can be allocated between hands, run blocking, and pass blocking.
11) Players can only sign contracts longer than 3 seasons in length when they are >1000 TPE, not >800 TPE.
12) For regression purposes, all TPE made available, via claim posts or otherwise, by the date regression percentages are posted, must be factored into the regression calculations. No hoarding of TPE until after regression is allowed. Punishments may include monetary losses, suspension, and/or TPE losses.
13) The ability to use different offensive playbooks for different down and distances, exactly like it already is with defense.
14) Allow the redistribution of TPE once per season. You could redistribute up to 50 TPE a year, once a year, for 100k per TPE (maximum of 5m). Once you have done it in a season you cannot do it again until the next season, and you cannot go into debt to pay for this transaction, you must have all the money available in some way in order for this to be done.
15) 1. There will be a dedicated "Special Teams Player of the Year" and a "Rookie of the Year" award given out each year. Kicks, punts, and return stats should not be taken into account for Offensive or Defensive POTY awards. ROTY will be the best overall rookie, similar to the MVP award, but only for rookies.
