one:
did the accused specifically, outright tell the dude to retire? (or did he just encourage him to come back to the league)

two:
did the accused specifically tell the dude to pretend to be IA, or to tell other teams not to draft him?

if there is hard, photographic (screenshot-ic?) evidence answering yes to either of those questions, then guess what ya dumb fucks that's tampering

if there is not evidence of a yes to either of those things, then guess what ya dumb fucks that's not tampering

It simply has precisely 0 bearing on the rule or how its being enforced or why its being enforced this way. Its essentially a non-issue being gussied up to cover what HO is actually claiming. Judging from their actual statement, that barely hidden claim is something along the lines of "We saw all these screenshots and its our opinion that you acted like a huge dick and this is the only actual rule break we can really get you on".

Just as "but he was inactive for 3 seasons so why does it matter" is a huge push to ignore that actual thrust of HO's response. Just like the "technically the wrong person came up with the claim" argument that started in MB's lr a few hours ago and now made it out of the mouth of the NSFL GM of half the people named in this issue.

I also think that with tampering charges at some point the screenshots should be released (maybe with the appeal ruling?). They also commented that they had a lot more. So assuming that's true and they have all this evidence they're not releasing....what I'm guessing has happened here is that HO decided to take the soft and subtle approach, most likely to avoid a gigantic blowup and dirty laundry of everyone seeing screen shot of people being huge dicks. Can anyone raise their hand and tell me why HO might think showing screenshots of people being huge dicks is not their favorite option?

Now, presuming all this evidence exists, HO is getting punched in the mouth because they don't know how to be aggressive. Be Be aggressive. They tried to take a soft and diplomatic approach (as they often seem to) towards a group they clearly feel is malicious and up to no good and it was the wrong call. The idea that letting people blow off steam and it'll all smooth over shortly isn't really without merit but you gotta pick and choose your spots on that.
