Ideally, I'd recommend that carryover be affected by money (to encourage big contracts and league jobs), length of previous char's career (long careers help build meaningful league history), and amount of TPE at time of retirement (to keep someone from keeping a character too low to be valuable "active").
Maybe a flat 1 TPE per season your char was in the NSFL (whether this means DSFL+NSFL or just NSFL up for grabs, but I prefer only NSFL), giving every re-create "something."
Additional TPE could be bought at a rate of...1m per TPE (I am insanely flexible on this, pulling right out of my ass)
The amount of total TPE carried over (awarded and bought combined) can not exceed...2% of the retiring player's current TPE (so 50 TPE for a 1,000 TPE player).
