I don't necessarily agree with this, but that is the logic behind it.
What I meant is that Cushing's tackle numbers being so low likely HELPED his case. Since we don't track yards allowed, tackles are the best indication of how many catches a CB gave up (though obviously a flawed one). However, if it is a formula, then I guess it didn't factor at all.
