Tackle numbers actually don't effect DBs with the current formula. I believe the reasoning is that a tackle by a DB is happening quite far down the field and the player has probably already earned the first down. So it isn't as valuable as a shorter yardage stop that a DL or LB would produce on average.

I don't necessarily agree with this, but that is the logic behind it.

What I meant is that Cushing's tackle numbers being so low likely HELPED his case. Since we don't track yards allowed, tackles are the best indication of how many catches a CB gave up (though obviously a flawed one). However, if it is a formula, then I guess it didn't factor at all.
