I will say that Jiggly isn't completely off base here. Obviously he should try to make his team competitive as possible, but there are other qualities that make him a good GM.
For example, @ExemplaryChad played for the blues and he decided to write a piece of media regarding the national anthem saying that he was protesting. No more than 5 Minutes later, Jiggly had written in character how Alexandra Jones would back up that decision and the entire blues team would be united with him. It was a really cool role play moment on the boards.
I talked to him about it and that random experience was probably more enjoyable to ExemplaryChad than the experience of winning the DSFL cup would have been.
There is more to being a good GM, especially in the DSFL. I would say the most important thing is keeping new players engaged, learning and developing. This is where Jiggly tries to make us think he is succeeding, but that is not reality.

Look at how little use the Blues transactions thread gets. Despite having...7 picks, I think (1 per round and an extra 5th rounder), even he admits his team isn't really that active.
Add to that him paying himself 3 million more than his 3rd rounder, and you see his actions are nowhere near as player-oriented as claimed.
While Jiggly puts all his effort into lecturing, iamslm22 allowed a teammate to interview him and keep the whole payout. I have recorded multiple podcasts with Roly and The_Hero taking well under a fair share. Slm and I have also started offering strategy sessions for players interested in becoming gms one day.
